One City Challenge
Rule the world from a single city. Every tile matters, every decision counts.
Settler Restriction
Settlers are completely disabled after your first city is founded. No production, no faith purchase, no gold purchase. Bonus settlers from Emperor+ difficulty are automatically removed at game start. AI settlers can optionally be left unrestricted (see Game Options).
City Acquisition Prevention
Any city gained through conquest, loyalty flips, or other means is automatically razed. Great People and mechanics that would grant extra cities have been removed or adjusted.
Rebalanced Boosts
All Eureka and Inspiration requirements that need multiple copies of a building (e.g. "Build 2 Harbors") are reduced to 1, since you can only have one of each in a single city. 25+ boosts adjusted.
Balance Changes
Extended border expansion range to 6 rings with flattened costs, and adjusted policies and mechanics that no longer make sense in a single-city game.
