Governor Superbia
Here comes the seventh Governor of my anime-style Governor series—Superbia~~~
**Quick Introduction**
Superbia is the embodiment of Pride, one of the Seven Deadly Sins. Though she has torn away the monstrous part of her soul for your sake.
She is a Governor designed for the **"Lone City"** playstyle. She can weaken all other civilizations’ cities within 12 tiles—and gain bonuses from every other city within those same 12 tiles.
She is a nail standing firm amidst enemies: annoying for others, beneficial for you~
The governor’s abilities are only effective in the hands of players, so there’s no need to worry about being annoyed by AI~
The city she governs must stay far away from your city clusters—at least 6 tiles apart.
Her presence can weaken all foreign cities within 12 tiles. Yes—once you unlock her final ability, she brings reasonable penalties to every rival city within that range.
No need to worry about her abilities. Superbia not only solves loyalty problems with ease, but also provides considerable help in defense, and unlocks a unique development path for this "lone city" under her rule.

: The Strong Who Stands Alone
Settlers trained in this city +3 Movement. +500 Loyalty in this city.
+30% Production toward constructing districts. If the city has no specialty districts, +70% Production instead. -15% Gold and Faith cost when purchasing Builders.
For each city you own and founded within 6 tiles of this city: -90% to all yields.
: The Right to Scorn the Weak
Encampments provide +20% Production toward training units. If this city has no Walls: +6 City Defense, -10% Production.
Encampments provide +1 Great General point per turn.
Within 6 tiles of the City Center, killing an enemy unit grants Gold equal to 25% of its Combat Strength and Faith equal to 15% of its Combat Strength.
This city cannot be besieged.
: Unshakable Conviction
Each type of Wall in this city provides +1 Amenity. Each Encampment building provides +8% Production toward training units.
Your units +4 Combat Strength when fighting on a district within 4 tiles of the City Center.
Each specialty district in this city: +2 City Defense, up to a maximum of +12.
Within 6 tiles of the City Center, killing an enemy unit grants Science and Culture equal to 25% of its Combat Strength.
: Alms from the Strong
Encampments provide Production and receive a standard adjacency bonus from adjacent districts.
Encampments provide +1 Production to adjacent improved tiles.
City Center provides Gold and receives a major adjacency bonus from adjacent districts.
City Center provides +2 Gold to adjacent improved tiles.
Improved tiles containing any resource receive double yields from adjacent Encampments and City Centers.
: Assertion of Dominance
Government Plaza provides Culture and receives a standard adjacency bonus from adjacent districts.
Government Plaza provides +1 Culture to adjacent improved tiles. Double if the tile contains any resource.
Diplomatic Quarter provides Science and receives a standard adjacency bonus from adjacent districts.
Diplomatic Quarter provides +1 Science to adjacent improved tiles. Double if the tile contains any resource.
Wonders provide Production and Gold and receive a standard adjacency bonus from adjacent districts.
Wonders provide +1 Production and +1 Gold to adjacent improved tiles. Double if the tile contains any resource.
: The Arrogance That Scorns All
All cities not owned by you within 12 tiles of this city: -10% Science, Culture, Production, -5 Loyalty, -1 Amenity.
Penalties are doubled for cities within 8 tiles, and doubled again for cities within 4 tiles.
Grants access to two instantly completable projects—but you may only complete one to gain its corresponding ability.
Project: Gaze Upon the Weak
For each other city within 12 tiles, this city gains +2% Science, Culture, and Production. Cities within 8 tiles also provide +2% Food, Gold, and Faith. Cities within 4 tiles also provide +1 Amenity.
Project: Only the Strong Stand
This city gains +30% Production, Science, and Culture, and +3 Amenities.
For each other city within 6 tiles of this city: -20% Science, Culture, Production, and -2 Amenities.
