Description:
Overview

Implements a convenient UI panel that lets the player spawn any cultural community in any state. Save game and achievement compatible.

How To

  1. Select a state
  2. Select the "Population" tab
  3. Press the plus button next to the Cultural Communities header
  4. Select a cultural community to spawn
  5. Wait 1 week
  6. Voila!

Compatibility

Should be compatible with most mods and saves (including those that include new cultures, such as total conversion mods).

Technical Note: This mod overwrites

type states_panel

and

type state_panel_population_content

("population" tab) in gui/states_panel.gui.

Raison d’être

Currently, the migration system prohibits pops from migrating to states where their cultural community is not present. Each month there is a chance for a single cultural community to spawn, but that chance decreases as more cultural communities get their foothold in the state. This counterintuitively means that migration becomes more restricted as a state grows more culturally diverse. Compounded with a low base chance of a cultural community spawning and no proper explanation in the game UI, the player is left with a migration system that is confusing, inflexible, and largely RNG-driven.

This is especially an issue with populous but highly concentrated cultures. It can take years for unemployed pops to migrate to states with high migration attractiveness and labor shortages if their culture is not already present, and even longer if multiple cultures are competing to migrate there simultaneously. This mod attempts to solve the issue by allowing the player to manually spawn a cultural community in any state they choose, letting migrants finally move to where the jobs are.
