Keep Byzantine events as Roman Empire

Makes it so you keep most Byzantine events when forming Rome.
NOTE: I haven’t tested most events so even though in theory I made it so they should all work, there is always a possibility something doesn’t work like it should. if so please report it.
NOTE 2: works with and without Fate of the Phoenix DLC
