Better Governments
This mod adds two new governments, Autocratic and Caliphal, and tweaks existing ones to expand upon gameplay variety.
Autocratic, meant to be medieval Indian government:
– Primogeniture succession
– Conquest CBs
– Feudal vassals, with clan’s opinion loss without an alliance
Caliphal, meant to be the Islamic version of administrative:
– Primogeniture succession
– Conquest CBs
– Permanent vizier diarchy
– Frontier administration tweaked to be more like the Ghazi tax collector modifiers
– Can be targeted by independence and dissolution factions; caliphal dukes can revert to clan on independence, but won’t if they have the Supporter of Caliphal Authority trait
Administrative changes:
– Only frontier and naval vassals can declare war
– Duchy expansion removed
– Naval casus belli restricted to top liege and naval vassal
– Naval vassals no longer provide modifier benefits to liege
– Frontier vassals have lower development growth
Other changes:
– Peasant factions for all administrative governments target top liege
– Losing a liberty war as a celestial government causes power to shift towards diarch
– Marches can now raid
– Clan governments can recruit tributary men-at-arms
– Tribal governments receive some nomadic government bonuses: higher county opinion, can declare war with army raised, ignore faith marriage penalties, increased movement speed, and increased supply duration
– Administrative governments other than meritocratic khanate cannot use knights or accolades
– To compensate for Abbasids being basically buffed by having an administrative government, they no longer get any benefits from the Intermezzo but all of the downsides, are locked to conditional join, start with negative treasury, and cannot create frontier or naval vassals
– Seize peripheral duchy can now be used on any non-Capital duchy that you border
– Celestial’s protectorate administration buffed
– Great projects available to more governments: Empire-tier administrative governments can use grand campaign, empire-tier meritocratic and ritsuryo governments can use sinicize area, empire-tier meritocratic governments can use compel religious uniformity, and all administrative governments can do the train troops, conduct census, and establish control projects.
– A Latin Roman Empire can also use the sinicize/assimilate area project.
Compatibility:
Doubtful. This mod changes a lot of stuff, be that governments, factions, great projects, etc., and I’m too lazy to make them compatible with other mods. I wouldn’t have my hopes up.
