Compatible with vanilla 1.13 version and BPM 2.5
This mod provides compatibility and integration for two affordmentionned mods

New ministry of defense is added to handle UltraWF constription
• Renamed conscription institution to Miliary
• Added Miliatry institution modifiers to most igs.
• BPMs officers laws, with exeption of noble officers law, will now provide various modifier to army institution.
• Bakufu has unique interaction with ministry of defense; position of minister of defense will be held by shogun, and therefore will be hereditary.
• Most of army investment modifiers from techs to laws, most officers laws increases by 1, professional officers increases by 2.

Changes to Repeatable army laws:
• Nerfed and rebalanced Improve soldiers conditions repeatable law
• Army defunding repeatable law significantly decrease impact of army institution
• Military Reform effect increased by military institution investment law rather than by having professional officers law enacted
• Removed general prestige modifier from enforce army discipline law, increased prestige from army power projection modifier, added matching presitge from navy power projections modifier.
