Integration For Better Politics Mods and Ultra Historical Research and Education

This mod provides compatibility and integration for two affordmentionned mods
- This mod changes some of modifiers from ministry of education to be more in line with UltraRE balance
- Reduced effects of most ministers
- Added labor consciousness modifiers for conservative and leftist ministers
- Added fervor modifiers for army and fascists
- Added new natlib minister modifier
- Rebalance communist and anarachists minister effects
- Officers qualifications were reworked to be based on active officer law:
- Noble officers will significantly increase qualification for aristocrats.
- Noble officers will now significantly decrease non aristocrat qualifications to become officers rather than peasant levies
- Purchased officers will make pop qualification to become officer be depending on wealth
- Political Officers will increase bureaucrats qualification to become officers and decrease qualification of every other pop type
- Professional Officers will increase servicemen qualifications even if they are not deployed
- Elected officers will significantly increase servicemen qualifications even if they are not deployed, and significantly reduce qualification of aristocrats
