The capital of the Roman Empire is Constantinople.
I believe that even during the Roman Empire era, the significance of Rome itself was gradually diminishing, particularly after Constantine the Great moved the capital eastward. Had the Byzantines recaptured the old capital in history, they would not have relocated the capital back to Rome. Secondly, when the player takes Rome from the Pope, the unintegrated Italian territories are clearly unsuitable as the empire’s heartland—any ruler would move the capital back to Constantinople. Therefore, in this mod I created, only when Byzantium forms the Roman Empire does the capital remain in Constantinople; when other nations form the Roman Empire, the capital is moved to Rome.
