Adjustments:
Added Roman and Hellenic Culture to Tier 1
Added Elysian culture to Peripheral
Adjusted Institutions spawns so Anatolia is included. The region is the heartland of the Empire afterall

FotP: Adjusted Renaissance Spawns to align with FotP changes.
