Hunter’s War Rework
A rework of the Vic 3 War System to make it more flexible. Designed and tested for both single player and multiplayer.
War Stability is shown at the top-left of your screen. It is based on casualties in all current wars, occupation from enemy, and bankruptcy to name a few.
Taking all the war goals only affects AI now, which increases their minimum war support to capitulate from 0% to 50%.
This allows you to intervene in ongoing wars, provided you do not have a truce with any enemy targeted with a war goal. AI will not use it. (credit to The Lizerd King for this mod)
While at war, you can add war goals to enemies in the war panel. There are 8 options to choose from, but only 4 are available by default, which can only be added if infamy is under 150.

If you are a great power, you have the option of selecting Total War when adding war goals mid-war. Doing so will cost 20 infamy, and give you a modifier that will increase War Stability for every participant of every war you are in by 50, making it harder to be capitulated or to capitulate others. It also uncaps the infamy, and unlocks the following war goals.
