Relaxes the cultural requirements for forming Carthage, added in CK3 1.19.
Aside from Syriac heritage and Mashqiri culture, Maghrebi culture, as well as Berber and Phoenician heritage (for Carthaginian ruler designer characters) will now also be able to restore Carthage. If formed as a Phoenician-heritage culture character, it gets innovations from Syriac. (Forming Carthage otherwise allows you to have Carthaginian copy innovations of your original culture)
Additionally includes a gamerule that allows Syrte to be Carthaginian in 867 and 1066, representing a supposed Punic-speaking community recorded in the 11th century.
