Description:
This mod is a balance patch, with its final strength reaching Tier 1 (strong) level of the original game.
Revisions are listed as follows:


Civilization: Huanglong – Jinzhou
  • Civilization Ability:

    Removed the initial +1 Culture output from Farms and Mines; halved the adjacency bonuses provided to Campuses and Encampments (down to +0.5 Science, +1 Faith); removed the construction speed bonus for Districts and Wonders, and halved the Housing provided; Amenities and wartime city defense are now only provided by the City Center.

    Final Effect:

    Farms and Mines gain additional Culture, Food, or Production with Technologies and Civics (Irrigation, Machinery, Industrialization, Civil Engineering); provide adjacency bonuses to Campuses and Encampments (+1 Faith for Encampments); Districts and Wonders +1 Housing; City Center grants +1 Amenity in peacetime and +3 City Combat Strength in wartime; has an exclusive Governor: Jinhsi.


Leader: Jinhsi (Magistrate Of Jinzhou)
  • Leader Ability:

    Reduced Food provided per Population by 40% and Faith by 50%; no longer grants purchase discounts; halved the ratio of Faith conversion to other yields.

    Final Effect:

    +0.3 Food per Population (doubled if in Snow or Tundra). At 4 Population per City: +0.5 Faith per Population; at 6 Population: Districts can be purchased with Gold, and Buildings with Faith; at 11 Population: all Units can be purchased with Faith. Gradually gain Culture, Science, Production, and Gold from Faith (10% ratio at 15 Population, max 30% at 30 Population). Gains double Great Writer Points and half Great Musician Points.

  • Unique District: Mianloong Chamber

    Significantly reduced adjacency bonuses; weakened land purchase discount to 10%, but no longer replaces Holy Sites (regular Holy Sites can now be built).

  • Unique Great Person: Leader of the Midnight Rangers

    Ability effects adjusted to match regular Great Generals, but still applies to Units of all Eras and maintains a 3-tile coverage radius; number of gifted Gugu Pufferfish reduced to 3.

  • Unique Great Person: The Counselor of Magistrate

    No longer provides Eureka boosts; number of gifted Civics reduced to 1.

  • Unique Great Person: The Wealthiest Merchant in Jinzhou

    Provided Production weakened to 80%.

  • Unique Improvement: Jinzhou Morning Market

    Significantly reduced adjacency bonuses gained from and provided to surrounding tiles.

  • Unique Building: Huanglan – The Grand Libraries

    No longer gifts Eurekas or Technologies.

    Significantly reduced numerical values.

      []Govern with Virtue: +10% Food in this City; Units +5 Combat Strength in battles against Barbarians; Cities with a Governor assigned can purchase Districts with Faith at 6 Population.[]Prosperous People and Abundant Goods: +1 Trade Route Capacity; Trade Routes +1 Faith, +1 Gold (additional +1 Science if in a Golden Age, otherwise +1 Culture). Unlocks additional boosts (100% each) upon completing the Guilds Civic, Banking Technology, and Capitalism Civic.[]Hands-On Governance: Faith can be used to purchase City Center Buildings; +1 Economic Policy Slot in peacetime (Faith can purchase Civilian Units), otherwise +1 Military Policy Slot (can purchase Military Units).[]Harmonious Governance and People: If in a Golden Age, Great Person Points per turn +15%, otherwise Builders +1 Movement.[]To-Do List: Unlocks the unique project series "Unity" and "Prayer"; +30% Combat Unit Production Speed and +200% Military Project Completion Speed in wartime.

    1. Happy Reunion Arc: All Cities +1 Amenity in peacetime, otherwise Units +3 Combat Strength; +3% Science in a Golden Age, otherwise +3% Culture.
  • Unique Project: Prayer

    Conversion ratio reduced to 5/6 of the original (matches the conversion ratio of "Lijia").


Leader: Jinhsi (Parallel Universe)
  • Leader Ability: Industrial Cluster

    Removed initial Food and Gold boosts; significantly reduced other values; Cities with 2 Districts no longer gift Merchants.

    Final Effect:

    City +1 District Slot; Faith -35%; +0.5 Production per Population (but additional -0.3 Food consumption); effects above doubled if an Industrial Zone is present, doubled again with sufficient Electricity. City Center requires an additional 10 Electricity. When the number of Specialized Districts reaches 2/3/5/7: gain +1 Trade Route Capacity, increased Improvement yields (+1 corresponding yield or Gold per 2 Districts), additional standard adjacency bonuses between Districts, and increased Building/Wonder yields (+1 per 2 Districts); at 10 Specialized Districts: this City grants additional Science equal to 50% of the nation’s Gold income per turn.

  • Unique District: High-Tech Industrial Zone

    Reduced yield boosts from terrain removal to 5%; weakened post-Industrialization Production bonus and Trade Route Gold bonus to 3% and +3 respectively.

    Unique Unit: Rover

    Gold and Faith gained from Tribal Villages significantly reduced (20 Gold, 10 Faith); Base Movement reduced by 1 (now 3); Base Combat Strength reduced by 5 (now 20); Upgrade bonuses significantly weakened; max Combat Strength gained from nearby defeated Units adjusted from 100/100 to 10/10.
