This mod adds a new civilization, Caerula, and its leader, Mizuki.

Civilization: Caerula

Ability: Mizuki and the Caerula Arbor Tiles without resources receive -2 Food. Coastal cities receive +4 Production, +2 Culture, and +2 Science on resources. Inland cities receive +4 Faith and +4 Gold on resources. Each time you enter a Dark Age, gain 7 Governor titles. Each time you enter a Golden Age, gain one Revelation policy card. Unique District: Caerula Arbor A unique district for Caerula. Unlocked without technology requirements, but only one can be built. Provides a major Food adjacency bonus from resources, volcanoes, and geothermal fissures. All cities receive +1 Population and +12 Housing. The effects are doubled in the city that owns the Caerula Arbor. Unique Unit: Offspring of Izumik A unique melee unit for Mizuki. Can be purchased with Faith. Has a large sight range but very low combat strength. Can transform into unique military units from different civilizations based on the technologies and civics already researched. If transforming from a Corps or Army, the resulting unit will also be a Corps or Army. After transformation, combat strength bonuses are applied based on your technology and civic progress, only for the unique unit.

Leader: Mizuki

Ability: Blue as the Starry Sky Has 7 unique Governors. Gain 1 Governor title every 3 times you earn a Great Person or after building each type of district for the first time. Certain district buildings gain 10 yield per 10 City population, up to a maximum of 50 yield. When entering a new era for the first time, entering a Golden Age grants Determination, while entering a Dark Age grants Hesitation. After obtaining Determination or Hesitation, you can later gain Revelation or Curse (see the Civilopedia’s building section for details). Determination and Hesitation represent two completely different playstyles for Mizuki, aiming to recreate the experience of pursuing the fourth ending in Mizuki’s rogue-like adventure. Just as there are many solutions in the "Light of Humanity" scenario, this leader pack offers a wide variety of playstyles—the policy cards alone can give rise to different district-focused strategies. A total of 7 unique policy cards, 7 governors, 14 hidden buildings, and 6 unique projects are included. Enjoy your game!

It is recommended to use Sukritact’s Oceans and Oceanic Expansion, as they make this fishing civilization feel much smoother to play. Due to the scale of the mod, some uncontrollable black-box code may break—who knows what Firaxis did. Sometimes it may crash after major game updates, which is beyond my control. I sincerely apologize for the inconvenience.

3.24 Adjusted the appointment times of governors: Caerula Arbor / Fons Vitae / Glacies Perpetua / Izumik’s appointment time: 3/5 → 7; Kalsit / Heart of Corruption appointment time: 2 → 0. The resource reduction to productivity for Glacies Perpetua has been reverted. The loyalty of all governors is now influenced at 99. Izumik’s offspring no longer require consumption of strategic resources to maintain transformed units. The discere’s base Great Person points and growth coefficients have both been halved.
