REPUBLIC OF PRIMEVA COAST GUARD vs Soren Percival
The vessel Korova, a former Hyperion class hull recently purchased by Mr. Soren Percival, is currently being tracked via OTH Radar & Satellite Monitoring. She is currently in international waters. The owner, Mr. Soren Percival, has publicly indicated an intent to operate the vessel without a Flag State registration. The vessel is therefore classified as a stateless, non compliant commercial asset.
LEGAL BASIS FOR ACTION
Under UNCLOS Article 110, the R.O.P. Coast Guard maintains the right to verify the nationality of any vessel suspected of being stateless. Upon her entry into R.O.P. Territorial Waters, the Korova is subject to full coastal state jurisdiction.The R.O.P. Coast Guard is authorized to conduct Coastal State Enforcement to ensure compliance with domestic maritime safety and environmental laws. Given the vessel’s history as a decommissioned reserve asset, there are clear grounds to suspect the vessel is substandard, unseaworthy, and a risk to the marine environment.
OPERATIONAL INTENT
Upon entry into territorial waters, the Korova will be hailed for inspection. The primary objective is to verify flag registration and seaworthiness. Failure to produce valid registration or evidence of safety compliance will result in a formal notice of deficiency and administrative detention at the Port of Broken Atoll until such time as the vessel is brought into compliance with international standards.

R.O.P. – The Republic of Primeva is a small wealthy democratic island nation known for the manufacturing of consumer electronics, semiconductors and electrical machinery. The Capital is Taoyuan, the refusal to recognise the People’s Republic of Primeva as a country is a staple of national tradition.
The R.O.P. Is governed by the Nationalist party which believes the R.O.P. is the only Primeva. and does not recognise "those it deems to be larping as if they are Primeva"
R.O.P. Coast Guard – responsible for search and rescue, maritime law enforcement, environmental protection, and maintaining the safety of vessels and ports. The R.O.P. Coast Guard are the sea police of the Republic’s territorial waters.
