Description:

Spend Diplomatic Favor to renegotiate with City-States and choose from multiple quest options that best suit your empire’s interests, instead of the pure RNG.
Requires the Gathering Storm ruleset.

  • Adds a new UI panel displaying the number of Envoys and current quests for all City-States. This can be accessed via a new button added to the World Tracker panel in the top-left corner of the screen (just below the top panel bar).
  • For City-States with incomplete quests, you can initiate a quest negotiation to replace their current request by choosing 1 out of 3 alternative quests. If you are their Suzerain, the options will increase to 4. You can spend Diplomatic Favor to reroll individual options (limited to 1 reroll per option, per City-State, per era).
  • If a quest is canceled (e.g., due to war or becoming impossible to complete), you can spend Diplomatic Favor to inquire about their needs, reactivating the multiple-choice quest assignment process.
  • The generation probabilities of alternative quests are heavily weighted based on the City-State’s type:
    • Religious: Convert Religion, Recruit Great Prophet, Construct Holy Site
    • Cultural: Trigger Inspiration, Recruit Great Writer/Artist/Musician, Construct Theater Square
    • Scientific: Trigger Eureka, Recruit Great Scientist, Construct Campus
    • Trade: Send Trade Route, Recruit Great Merchant, Construct Commercial Hub
    • Militaristic: Clear Barbarian Camp, Train Unit, Recruit Great General, Construct Encampment
    • Industrial: Construct District (Higher chance for Industrial Zone), Recruit Great Engineer
