Unique Ability: People of Wrought Iron May not build the Government Plaza. Reveal Horses and Iron at the beginning of the game. Heals up to 20 hit points after killing an enemy unit; and an additional 20 hit points for each Nabo in your empire. Unique Unit: Khitan Artisan Civilian unit granted by the unique ability of Khitan. Has 1 Build Charge to build a Mine or a Pasture, or be spent to complete 20% of a district (except Aerodrome and Spaceport). Cannot harvest resources or remove features. Unique District: Nabo A district unique to Khitan for governance. Is not a specialty district. May build up to 4 Nabos. Grants a Governor title, an Envoy and triggers a Culture Bomb when completed, claiming adjacent tiles. Provides standard adjacency bonuses to adjacent districts. +20% Production towards Settlers and Builders for each Governor title established in this city. Cities within 4 tiles receive +4 Loyalty per turn (Loyalty bonuses stack).

Unique Ability: Dual Administrations Nabos provide double Governor titles and Envoys. +5 Combat Strength within 5 tiles of a Nabo or his cities with an established Governor. Agenda: Khitan Scripts Likes distant civilizations with high Science and Culture output. Dislikes neighbors with low Science and Culture output.

Unique Ability: Hunt for the Central Plains Receives 3 heavy cavalry units after capturing the first original Capital, and after entering into an Alliance for the first time. Gain the Camel Convoy unique unit with State Workforce, and receives a Camel Convoy when completing a Nabo. Unique Unit: Camel Convoy Khitan unique Ancient Era unit that replaces the Supply Convoy, when Yelü Deguang their leader. Unlocked at the State Workforce civic. Increases healing for adjacent units. Gives units 1 bonus Movement if move is started adjacent to the Camel Convoy. Ignores zone of control. Formation units all inherit the Camel Convoy’s Movement. Agenda: Lord of Chieftains Likes neighbors that form Alliance with others. Dislikes neighbors with a weak army and do not form Alliance with others.

Unique Ability: Empress Dowager Chengtian Receives a heavy cavalry unit when having 5/10/15/20 improvements, and a Builder when having 5/10/15/20 cavalry units. Cavalry units receive +100% flanking bonus, and adjacent enemy units receive -100% support bonuses. Agenda: Chanyuan Treaty Likes peaceful neighbors with high Gold output. Dislikes warmongering neighbors.

Unique Ability: Gurkhan of the Kara-Khitai Units not within 9 tiles of the Capital receive +1 Movement and +1 sight. Cities not within 9 tiles of the Capital grants an Envoy. Levying City-State units costs 50% less Gold. Agenda: Transoxiana Hegemony Likes civilizations who do not associate with City-States. Dislikes neighbors who are either suzerains of conquerers of City-States.
