Following the death of Emperor Justinian the Great in AD 565, the Eastern Roman Empire entered a new and uncertain age. Justinian had transformed the Empire through his ambitious Renovatio Imperii, reclaiming North Africa, Italy and parts of Hispania through the victories of Belisarius and Narses. He commissioned the magnificent Hagia Sophia, codified Roman law through the Corpus Juris Civilis, strengthened the Empire’s frontiers, and restored Roman prestige across the Mediterranean. Yet these achievements came at a tremendous cost. Decades of war, the devastating Plague of Justinian, and the immense expense of defending a vast empire left the Imperial treasury and military under increasing strain.

His successor, Emperor Justin II, inherited both Justinian’s glory and his burdens. Refusing to continue paying tribute to the Sassanian Persians, Justin plunged the Empire into another exhausting war in the East. At the same time, the Lombards crossed the Alps in AD 568, conquering much of northern and central Italy and rapidly dismantling many of Justinian’s hard-won reconquests. Meanwhile, Avar and Slavic raids intensified along the Danube frontier, threatening the security of the Balkans.

As military defeats mounted and his health declined, Justin II appointed the capable general Tiberius Constantine as Caesar in AD 574. Upon Justin’s death in AD 578, Tiberius became Emperor and worked tirelessly to stabilise the Empire. He strengthened the armies, defended the eastern frontier against Persia, and sought to restore confidence throughout the Roman world. Although respected by soldiers and citizens alike, his reign was brief.

Before his death in August AD 582, Tiberius named his most trusted general, Maurice, as his successor, sealing the succession through Maurice’s marriage to his daughter, Constantina. A seasoned commander with years of experience campaigning against the Persians, Maurice inherited an Empire facing challenges on every frontier.

The Sassanian Empire remains Rome’s greatest rival in the East. The Avars and Slavs continue to ravage the Balkans, while the Lombards hold much of Italy beyond Imperial control. Across the Mediterranean, Roman authority must be defended against ambitious neighbours, internal unrest, and the ever-present burden of maintaining one of history’s greatest empires.

AD 582 – The Age of Maurice places you at the beginning of one of the most decisive reigns in Byzantine history.
