In the conquered capital, you systemically suppress the enemy elite. You crush every tradition likely to inspire nationalistic resurgence. But when the need arises, you cautiously allow — or force — a few of the conquered people to join your army. Prohibited from all leadership positions of course.
You can recruit generic troops from a conquered capital. No commanders and nothing cap-only. A juicy flavour burst. Because no mages, the gameplay implications are minimal. Uses poptype slots #249 – #147.
