Universal University Decision
This mod lets you create a university in your realm regardless of whether or not you have one of the normal places where a university could be made. Other than that, normal development / fame rules apply.
It works similarly to creating a special building through the legends system and you will be given the opportunity to select where you would like the special building to be available.
