The Empire fell a thousand years ago, but the eagle was never buried. Ploughmen still turn up marble in the fields — a fallen arch, a weathered aquila, the milestones of a road that once ran to Rome.
Two Romes is a two-player co-op scenario for Europa Universalis IV. Each of you takes up one half of a shared dream — to raise Rome from its ruins — and the whole design rewards you for doing it together. One player restores Rome from Roman Britain (Maxima Caesariensis); the other rebuilds the imperial throne from the Germanic heart of the old Empire, chasing the crown of the Holy Roman Emperor. Rivals to none but each other, heirs together to the eagle.
A shared government mechanic binds the two Romes together. As your eagles aid one another the Pax deepens through three bands — Foederati, Concordia, and Two Empires, One Legacy — each granting stronger shared bonuses to both realms. It rises with alliance and fighting side by side, and falls with estrangement or war between the Romes. Spend it on joint interactions — a Joint Colonial Charter, a Grand Embassy, Divide the Spoils, a shared Triumph — and drive toward the endgame golden age: Pax Aeterna, the Eternal Peace.

Built for 2-player co-op (multiplayer, or hotseat). You can play it solo — the AI will run the other Rome — but the Pax mechanic and the "two eagles, one battle line" flavor really sing with a friend across the table.
This mod was built with AI tools. All code and script — missions, events, the Pax Romana mechanic, government reforms, estate, UI, and localisation text — was written by Claude (Anthropic’s coding agent), with human design direction and playtesting. All custom artwork — monument paintings, Senate and Pax icons, and the loading screen — was generated locally with Stable Diffusion and hand-converted to game formats. - For the full Roman look, Paradox’s Imperator: Rome unit models pack is recommended — without it your troops fall back to the standard Western look, but everything else works.
- As with any content mod, enabling it disables Ironman/achievements.
