Fix the issue where population surplus and rebel size are incorrectly loaded when loading SFO simultaneously.
-The current population surplus has been correctly adjusted to 250 / 750 / 1500 / 2500 / 370.
-Rebel scale sync sfo
-Wood Elf unique buildings increase hero capacity, sync with SFO
-The technology research contract synchronization of the Batov and Janchi (new factions) sfo
修复同时加载sfo时人口盈余以及叛军规模错误的情况
-现在人口盈余正确调整为250 /750 /1500 /2500 /3750
-叛军规模同步sfo
-木精灵独特建筑增加英雄容量，同步sfo
