"A complete overhaul of Spain’s overseas experience"
While Spain gradually embraced a liberal model of society, Cuba and Puerto Rico remained trapped in institutions inherited from the Ancien Régime, with a society fundamentally different from that of the Peninsula, dependent on the plantation economy and slavery. Memories of the Spanish American Wars of Independence and the Haitian Revolution were still fresh, making any relaxation of control—and the loss of Spain’s last overseas possessions—a terrifying prospect.
This mod focuses on improving Spain’s overseas and colonial gameplay in both the Caribbean and Africa by introducing new content and mechanics that make governing the overseas territories significantly more challenging.
The Caribbean islands begin as incorporated states of Spain, but now feature a series of new Journal Entries inspired by the Tanzimat mechanics. Each represents one of the pillars of Spanish overseas administration:

Slavery
Spain now starts with Hereditary Slavery and an entirely new slave smuggling system. Decide whether to bring the slave trade to an end and abolish slavery once and for all—or officially restore Slave Trade.

Special Laws
A collection of dynamic modifiers representing the unique administrative framework of the Caribbean compared to mainland Spain. Balance assimilation against colonial exceptionalism while preventing reforms from destabilizing governance.

Captain Generals
Appoint your most trusted commanders as Captain Generals and shape Caribbean society through the new "Captain General" character role and its unique interactions.
Additional content includes:
- A new Overseas Pro-Slavery Movement, representing the wealthy Caribbean elites as they defend their interests, pressure the government in Madrid, and constantly threaten secession. Includes a new Overseas Oligarch ideology.
- A new Cuban National Movement, gathering the growing unrest in the Caribbean and striving for independence from Spain.
- Spain must now deal with the Slave Revolt Movement, now accompanied by a far more destructive secession and unique modifiers.
- New Journal Entries covering the Expansion of the Railways, the Mechanization of Caribbean Agriculture, and the Spanish Naval Rearmament.
- Three new Amendments for the Caribbean.
- Three new historical characters.
- José Martí and Carlos Manuel de Céspedes have been integrated into gameplay instead of remaining unused vanilla characters.
- New flags for Puerto Rico and Santo Domingo while under Spanish colonial rule.
- Improved AI that actively seeks influence over the Caribbean market and properly pursues the Monroe Doctrine. Secessionist states will now do everything possible to survive through a new diplomatic strategy: State Survival.
- New Journal Entries reflecting Spain’s limited colonial capacity and the Canary Islands’ fishing interests.
- A new Journal Entry covering the administration of Fernando Poo.
- A new international situation to secure colonization rights over Guinea.
- Cape Juby is now its own state, split from Morocco’s Interior.
- Spain now begins with the Colonial Resettlement law.
- An optional game rule allows France to begin with claims on Mauritania and Senegal, improving the historical colonial setup in Africa.
The mod also includes minor improvements to the Carlist War Journal Entry and AI mobilization logic to prevent the AI from sabotaging itself with poor mobilization decisions.
The mod was designed to complement the expansion, so enabling it is recommended for the best balance, although it is not required.
This mod does not unlock or remove any expansion-exclusive content. The Cuba-related content remains available whenever Cuba is released as a colony. Owners of the expansion also receive the following additional content:
- A Spain-exclusive version of the La Vida Dulce Journal Entry.
- A new Journal Entry covering Cuban Annexationism, allowing support for annexation by either the United States or the CSA.
- The Unity of Command Journal Entry is now linked to the outcome of The Two Spains.
- The Legacy of the Americas Journal Entry is now tied to Spain’s broader policy toward Hispanic America.
- Full use of the agitators Antonio Maceo and Máximo Gómez.
A list of overwritten files can be found in the discussion forum. In most cases the mod should still function even when some files are overwritten. However, replacing mechanics introduced by this mod may affect gameplay balance depending on what is changed.
Please note that mods making extensive changes to Spain, the Caribbean, or core game mechanics (for example, "Better Politics Mod [BPM]") are very likely to be incompatible.
