Urban Limit – Province Carrying Capacity

v1.0 – 2026-07-05

Every province can only sustain so much urbanization. This mod adds a carrying-capacity rule to settlement upgrades:

Urban slots per province (town, city or megalopolis all count as urban):

  • 3 or fewer locations: 1 urban location
  • 4-6 locations: 2 urban locations
  • 7 or more locations: 3 urban locations

One great city per province

  • Only ONE city or megalopolis per province – never both, never two.
  • The remaining urban slots can only be towns.

Design notes

  • Ownership-agnostic: the limit counts ALL locations in the province, no matter who owns them. Splitting a province between countries does not create extra capacity.
  • Upgrades only: nothing is ever demoted. Provinces that start over the cap (or end up over it after a conquest) keep what they have – they just can’t grow further.
  • Tooltips on the upgrade button explain exactly which rule is blocking.
