Tired of Crusader Kings 3’s illogical "average development" trap?
In vanilla, spreading your culture to newly conquered, low-development counties actually punishes your technological progress by dragging down your average development. It makes absolutely no sense that a massive, sprawling empire is technologically strangled just because they expanded!
This mod completely replaces that broken system with a logical, deterministic, and 100% transparent tech mechanic for both players and the AI. No more RNG monthly dice rolls, and no more average development penalties. Just pure, calculated progress.

- Vanilla System (Old): Choked by the average development trap. Despite owning massive historical metropolises, spreading across 187 counties drags down the average and forces Knighthood to take a miserable 75 years.
- Our Overhaul (New): The highest development hub anchors the tech, and the 187 counties provide an immense network scaling bonus instead of a penalty. Knighthood timeline drops logically to just 20.8 years!
1. The End of the "Average Development" Penalty
We have completely rewritten how development affects your culture’s thinking:
- Peak Development Hubs: Your base innovation speed is now anchored to your culture’s single highest-developed county (your shining capital/metropolis). You are never punished for having poor rural counties.
- Network Scaling Bonuses: Instead of penalizing you for spreading your culture, having a larger cultural footprint (more counties) now boosts your speed through dedicated network size scaling brackets.
2. Deterministic Progress Injection
We’ve deleted the vanilla random monthly tick system. Your progress is now calculated cleanly and physically injected into your active fascination:
- For Players: Progress is calculated and injected every 3 months (quarterly).
- For the AI: Progress is injected once a year during a clean, map-wide performance sweep.
- Base Speed (Fascination Only): Progresses at your culture’s calculated base speed.
- Exposed Speed (Fascination + Spread): Your remaining time is cut cleanly in half (2x speed) as both injection loops pour progress into the same innovation.
- Realm Independent: This system relies strictly on county-to-county geography. It completely ignores political realm borders—exposure works even if you are at war with your neighbors!
3. Perfect, Synchronized UI Timers
We have completely rewritten the GUI and localization layout engine to give you absolute mathematical clarity:
- No More "TIME left" Bugs: Locked, completed ("Known"), and inactive innovations are kept completely clean. The progress bar will only display a timer if it is actually progressing.
- Unified Timer Display: The card face, detail sidebar, and hover tooltips are 100% synchronized. They will all display the exact same, mathematically correct years remaining (e.g., 20.4 Years left vs 40.8 Years left depending on exposure).
- N/A Protection: The pop-up tooltips cleanly show N/A (Not Active) on inactive items instead of breaking and printing raw engine strings.
🛠️ Mod Compatibility
- Affects window_culture.gui. Any mod that overhauls the culture interface window will need a compatibility patch.
- Overrides native innovation localization files.
- Save Game Compatible: Can be safely added or removed from ongoing playthroughs.
