Throne and Sage
1. Grants corresponding buffs based on each monarch attribute. Higher attribute values result in stronger buffs, fully highlighting the governing advantages of talented rulers.
2. New mechanic: monarch attributes scale monthly advisor point gain. There are six tiers: 0, 1–2, 3–4, 5–6, 7–8, 9–10. The corresponding multipliers are ×0, ×0.5, ×1.2, ×2, ×3 and ×5 respectively.
3. Removed the vanilla base monthly monarch point generation from ruler attributes. Even a perfect 6/6/6 ruler will produce zero base monthly points from vanilla mechanics. All point income now relies entirely on the new attribute-linked system.
4. Raises the advisor level cap to 10, greatly expanding advisor progression potential.
5. Highly compatible. The mod theoretically supports custom advisors from any other mods with no hard restrictions.
6.Certain parts do not feature English localization, but the mod works perfectly fine regardless. You are welcome to adjust the localisation files yourself if you want full English text.
This mod focuses on gameplay balance rework. Small nations blessed with exceptional monarchs can become powerful even with mediocre advisors. Meanwhile, large empires ruled by average monarchs will not grow overpowered, even with max-level advisors. The mod refocuses national development on ruler competence, allowing a wise sovereign to truly wield the power to pacify the realm and unify all lands.
This mod draws inspiration from mods that implement monarch-point-based advisor income and expanded monarch attribute mechanics. If the original authors raise objections, this mod will be hidden and kept for personal use only.
Only minimal game changes are implemented, granting broad compatibility with most other mods. The only known minor issue is advisor levels occasionally reverting to vanilla values; all other features function perfectly without compatibility errors.

To accommodate mods that increase the monarch attribute cap, this update revises the scaling tiers. High-end brackets for 7–8 and 9–10 attributes have been added: attributes of 7–8 grant a ×3 advisor point multiplier, while top-tier 9–10 attributes grant a ×5 multiplier.
This adjustment solely serves compatibility with other mods’ extended attribute caps. No new hard cap on monarch attributes is added. Existing monarch attribute buffs remain unchanged — they are already powerful enough as-is.
Many players argue that great powers paired with top-tier rulers become too strong, yet that is exactly the intended design. History and gameplay ought to reflect this reality, haha!

I have tripled the upkeep cost of fortresses. (I can revert this change if players receive it poorly.) I personally dislike the fortress mechanic, yet I recognize its importance to the game. Therefore, I raised its maintenance cost so small nations with limited territory can no longer afford to build and maintain fortresses.
