Winter Demand Fix
Replaces winter demand on goods (fur,coal, lumber, cloth, beeswax) with climate based demand, to get around the bug with winter demand only updating on game load. (So loading in winter would result in year round winter demand levels, loading in summer summer levels, etc)
Replacing it with climate based demand ensures reasonable regional distinctions while removing the impact of the bug.
