Description:

Allows the player to change the primary culture of the country via decisions.

• Change Culture decision.
• Players can change capital even when not of the same culture/religion.

1. Move your capital to a territory with a different culture than your country if not already.
2. Go to Decisions tab.
3. Check if you met all conditions.
