sorry but currently there is this bug because of the overriding XComGameState_WorldRegion
"don’t unsubscribe from this one on an existing game, it’ll wipe out all your contacts and make any new regions uncontactable"

What does this mod do?
This mod applies a percentage cost increase to intel requirement to the next locked region for every region unlocked. So the more regions contacted the higher the next cost to contact other regions.
in the config of this mod you can edit the percentage applied:
ContactIntelCostIncrease[0]=0 ;Easy
ContactIntelCostIncrease[1]=5 ;Normal
ContactIntelCostIncrease[2]=7 ;Classic
ContactIntelCostIncrease[3]=10 ;Impossible
