New Cultures
Adds a bunch of new cultures to the game, and some releasable countries too.
Some cultures are renamed, some are available at the start of the game, some require decisions to show up, some come from ‘standardizing’ a language (eg. German), or uniting a culture group or three.
There are some decisions to ‘encourage’ certain cultures. These allow minor cultures to come forth (Assyrian), or to create distinctions where they were effectively the same before (Montenegrin).

NEW STANDARD CULTURES:
Use a decision to standardize the language/culture. It converts the capital, primary and leader cultures to it, if your primary culture fits, otherwise a random province.
If "Instant Assimilation" is enabled, this automatically converts all applicable provinces to the standard culture. It also allows the AI to choose these options, under historical limits (eg English, Spanish).
To enact these, you or your subjects will need to core and own all provinces of the (needed cultures). Or they’re uncolonized provinces (see Maghrebi or Altaic).
It should also block enacting the lower ones if the higher ones are already done. Eg. Uniting English AFTER British is blocked. Otherwise its a bug.
