This mod is meant to go along in conjunction with my satisfaction mod.

The aim here that the choices you make when issuing reforms are more impactful to how your characters in service believe you are running your government.

This concept leverages the WuXing system used as a core theme through out the game in 90% of the cases.

Sometimes the title of the node and what it does will dictate the changes

For example:
Authority reforms should upset the strategists, however the merchant tax exception node in authority line actually makes them happy and makes the peasants not.

This mod also does some slight reworking to underwhelming nodes
such as:
Permission to forage gives +1 food now
The reserve green tech adds reserve cap faction wide

other changes as well
