Espionage UI Rework
Cleans up the Spy panel. City labels have been made a little larger, and the information given in the panel has been compacted a bit.
The "Captured spies" section has been moved from "mission history" to "operatives", to make it more accessible.
Allows spies to travel to a city by clicking on the city on the map, instead of using the city list.
Sorts target city list by number of districts the cities have, and filters out districts that doesn’t have any missions available.
Also removes the "Recruit partisans" spy-mission and the related "Guerilla leader" spy-promotion.
