CENTRAL: FASTER CONFEDERATION WITH HIGH RELATIONS

Hey guys,

i wanna make it easier to confederate with factions of ur race with very high relations, the requierements for "best friends" are strong, with really good relations medium lowered.

Please try it out and say me how i could balance it more!

Its usually help if u have good relations and they dont want confederate, to go together in war. Anyway, u must be really stronger then ur partner in military.
