Updated version of http://steamcommunity.com/sharedfiles/filedetails/?id=1159350107, since the uploader stops updating.

Made changes for agents to prevent any skill point overflow issue:
* All agents will get extra skill point at 10, 20, 30, 40, total 4 extra points.

General remains unchanged.
