Diplomatic Quarter Adjacency Bonuses

The Diplomatic Quarter now gives a +1 adjacency bonus to all districts, just like the Government Plaza.

Why? Since they are both government-themed districts that can only be built once per empire, I thought it was fitting.

Compatibility

Requires the Ethiopia DLC.
Fully compatible with all DLC and all modded districts.
