Rationalized AI Building Priorities

– AI will upgrade forts
– AI will no longer build buildings in worthless provinces
– AI will build Regimental Camps far more likely if can afford larger army
– Increased AI priority for building Marketplace in provinces with at least 8.5 trade power
– Increased AI priority for building Manufactory
– Maximized AI priority for building Shipyards(i added small bonus 0.1 bonus to goods production, to make AI more likely to build it)
– Increased priority for building Temples in provinces with at least 7 base tax
– Increased AI priority for building Temples in provinces with at least 5 base tax if there is at least 3 free building slots
– Increased AI priority for building Workshops in provinces with at least 5 base production
– Increased AI priority for building Workshops in provinces with special goods production modifiers
– Increased AI priority for building Baracks in provinces with at least 6 base manpower
– Coastal Defence no longer use building slot
– AI will build Workshop after built Manufactory
– Universities gives 1 additional(!) building slot
– AI will not waste last building slot, important for Manufactory
– AI will not build Manufactory in provinces with coal
– AI will build Soldier Households more often
– Increased AI priority for building Baracks if Soldier Households are built
– AI will build Coastal Defence buildings more often
– Increased AI priority for building docks if Impressment Offices are built
