Free and Improved Emergency Services
This simple mod does what the title says! Makes emergency services free (well $1), increases the limit to 5 units per service and also 6 persons per unit. As well as adding the military to the emergency services. Be careful when using the military, they will shoot trouble makers on sight, but nearby prisoners will surrender. Extremely good for riots.
