Description:

The AI seem to have trouble developing in the latest version, it also seems the priority of improvements are a little strange. Meaning that good stuff like resources are left undeveloped. I found that boosting builder charges on AI Builders allows them to still keep their territory fully developed. This version is for Emperor or higher difficulty.

This is not a fix for AI avoiding to develop luxury resource but it help with luxury resources as the AI builders now get to them at some point with the extra charges. In the standard game it will take forever for the AI to get to developing their luxury resources, so they are left undeveloped most of the game.

+ 2 AI Builder Charges from the Classical Age for Emperor Difficulty
+ 2 AI Additional Charges from the Classical Age for Immortal Difficulty

Resulting in Immortal AI has 4 additional charges.

All Builders get 3 moves to accelerate the Workers chance of reaching a resource before being diverted to a new city.

I also found that boosting the preference yield made the AI build more workers.

AI Build Preference for builders up 400% from a very low 1 to 4 Pseudoyield (Preference)

For good measure I also boosted these.

AI Build Preference for luxury resource up 10 fold from 1.5 to 15 Pseudoyield

AI Build Preference for happiness up 10 fold from 1 to 10 Pseudoyield
