Mercenary Estate and Government form (Raze like a Nomad)
Adds a new Mercenaries estate and government type that can be used by any tech group, but still raze provinces like a horde. Based on mercenary companies in the 14th and 15th centuries like the Catalan Company who held territory in Greece, this government form gives considerable variety in gameplay. You are allowed to raze and utilize mercenaries quite affordably, but have considerable penalties to diplomatic reputation, manpower, and idea cost to name a few. Perfect for Condottieri with Mare Nostrum, and now featuring mechanics from Cradle of Civilization similar to Tribal Federations, and a new mission tree focused on hiring your army and playing tall.
