Description:

Build roads when Military Engineers move.
This includes Railroad once you have the technology (Steam Power) researched.
allows Persian get one road level advanced then usual.

RailRoad cost 1 Iron and 1 Coal.
if not enough resources then engineer build Industrial road instead Railroad

This mod is a modification of More Roads
