All of your subjects will gain bonus when :
Their rulers have 3/4/5/6 adm skills :
development cost – 5/10/15/20%
yearly tax income + 5/10/15/20
Their rulers have 3/4/5/6 dip skills:
naval morale + 5/10/15/20%
trade efficiency +5/10/15/20%
Their rulers have 3/4/5/6 mil skills:
land morale + 5/10/15/20%
manpower recovery speed +5/10/15/20%
Ironman incompetiable.
