Fay Enchantress no melee requirement for mist of the lady

Description:

Now Mist of the lady is active at all times except when she is fleeing.

Compatibilty: Overrides the vanilla special ability to deactivate flags table so incompatible and gamecrashing if used together with any other mod that does the same, luckily those are rare.
Incompatible with my other mod that removes the melee requirement for Reliquary corruption(Mortis Engine).
