Global Edicts
Tired of having more government capacity than you know what to do with? Then this is the mod for you!
It adds some decisions you can use to gain Global Edicts (small bonuses) at the cost of lower government capacity. You can later repeal these bonuses. After taking or repealing a global edict, your country will have a bit of unrest for 15 years, during which you can’t add or repeal any global edicts. The bonuses they grant are small to reflect you are giving up something you likely weren’t making use of.
Tested for 1.30.6 but should work for any later patch as well.
