Doubles the cost & building time of tax buildings, but also makes them more than twice as efficient.
Halves the cost of naval buildings, shipyards, however, only give +1 naval force limit.
Halves the cost & building time of workshops, but also makes them roughly half as efficient.
AI prioritization adjusted:
AI more likely builds tax buildings and workshops.
AI less likely builds universities in bad terrain.
Future adjustments:
If I find the AI behaves undeseriably in the future, I will adjust numbers and update the info.
