Requires Crusades unlocked, maxed out prestige, Catholic religion, cannot be of Greek culture and must hold Constantinople. The decision will make Thessaloniki, Hellas, Epirus, Crete, Cyprus and Sicily (if it hasn’t become Naples) as well as any additional Kingdom-tier titles you hold de jure Latin Empire titles.
