Unlocking a new Government grants bonus Loyalty in all cities; otherwise Era Score if all cities are at full Loyalty. During a Golden Age, receive an extra Economic slot in your current Government.

Agenda: Pelucones
Works to create a strong Government, and respects civilizations that share his Government whilst keeping their cities loyal. Strongly opposes civilizations that start wars on his continent.
