Trait: Growth Inward
Constructs Industrial Zone Districts 50% faster when the city has a Campus District, and vice versa. Mines over Bonus or Strategic Resources generate +1 Great Engineer Point and +1 Great Scientist Point in cities with a Campus or Industrial Zone District, respectively.

Agenda: To Govern is to Educate
Strives to keep his people educated whilst balancing Chile’s production. Gets along well with civilizations that share his Government whilst also maintaining high Science. Civilizations that have high Production but low Science are his bane.
