Culture Bomb adjacent tiles when completing a Commercial Hub, Harbour, or Plantation inside friendly territory. Gain the Force Publique unique unit when they research the Colonialism civic.

Unit: Force Publique
Belgian unique Industrial unit when Leopold II is their leader. Can only be purchased with Gold. Ignores movement cost for river crossing.

Agenda: Builder King
Likes to compete for Wonders, but appreciates Civilizations that do the same. Also likes to accumulate large sums of Gold.
