Third Demanded Good

Adds the ability to set a third demanded good for cities. ***Only works by manually setting the third good in the map editor or sandbox mod.*** I am still exploring to see if it can be done on map generation.
NOTE: The 3rd good will be demanded by the city’s residential buildings.
