Confederation Penalty Rebalance
Yet another confederation penalty rebalance mod.
This one makes it so public order is +5 and diplomatic penalties -10.
The ingame tooltip also now says:
"While some may not approve of the recent confederation, the majority is rejoicing at the nation growing stronger."
Bretonnia and Beastmen are not affected by these changes.
