Description:

I felt like settlement chain buildings were expensive and primarily provided garrisons, but this encourages building higher level settlements at the frontier of your empire rather than more in the center. This mod separates all garrison units (except for bastion onagers) from settlement upgrades.

CHANGES:

1. All settlements, for everyone, cost cut in half.
2. For Sassanids and Romans, settlements no longer provide garrisons (except for bastion onagers).
3. For Sassanids and Eastern Romans, there is a new building called Major Garrison/City Garrison for cities and Minor Garrison/Town Garrison for towns. It’s about half the cost of a settlement, provides the garrison of the equivalent level settlement, has an upkeep cost, and provides public order.
4. For Western Romans, ALL garrison units for towns/cities at each level are now concentrated in the civic garrison building, which no longer costs food but rather has a hefty upkeep. This means that the West Roman garrisons actually provide quite a useful defense force relative to the level of building.

NOTES:

For barbarians, the only change is that settlements cost 50% (still provide regular garrisons). Militarized societies settlements should have garrisons automatically, in my opinion.
For nomads, nothing.
